I park my van front of my condo, like few feet away from patio but it was fire lane, can someone legally tow?

I parked my van front of my condo which i own, i went inside for few min. someone came & tow it without any notice or knock on door. is it legal? is there any claw or anything to stop this? i’m in houston, tx. i’m being charge $200. just for 1 hour. this is crazy! can anything be done to stop that?
